Vinay Kumar, 1991 batch IPS officer and IIT graduate, appointed DGP of Bihar

Vinay Kumar, an IIT Kharagpur graduate, is recognised for his integrity and expertise. He has served in key positions, including ADG (law and order) and ADG (CID). His tenure as DGP is set for two years or until further orders.

Vinay Kumar, a 1991 batch officer of Indian Police Service (IPS) of Bihar cadre and an alumnus of Indian Institute of Technology (IIT) Kharagpur, has been appointed as the new Director General of Police (DGP) of Bihar.

After assuming office in Patna, Kumar said, “In every case that is being registered, we will look into both the forward and backward linkages behind the scenes. We will examine whether work has been done on these linkages or not. If it hasn’t, strict action will be taken and the cases will be thoroughly reviewed.”

Previously serving as the director general (DG) of the Bihar Police Building Construction Corporation (BPBCC), Kumar replaced Alok Raj, a 1989 batch IPS officer who was transferred to BPBCC.

Raj, on the other hand, will serve as DG-cum-CMD of Bihar Police Building Construction Corporation.

Another senior IPS officer, JS Gangwar, has been appointed as new Director General of the state Vigilance Department, as per a notification issued by the government.

The Government of Bihar issued a notification regarding this reshuffle on December 13. Jitendra Singh Gangwar, a 1993 batch IPS officer, was moved from DG headquarters to DG of the vigilance department.

The appointment follows a proposal sent by the state govt to the Union Public Service Commission (UPSC), which included other contenders such as Alok Raj and Shobha Ohatkar. Kumar’s name was ultimately chosen for the role.

Hailing from Rampurani village in Vaishali district, Bihar, Kumar’s roots are as inspiring as his career. The only son among four siblings, he was raised in a family where education was highly valued, with his father, Ram Iqbal Shukla, being a teacher. Kumar completed his primary education locally before moving to Patna for higher studies, eventually earning an engineering degree from IIT Kharagpur.

Joining the Indian Police Service in 1991, Kumar quickly rose through the ranks, serving as Superintendent of Police (SP) in key districts and later holding pivotal roles at police headquarters. His tenure as ADG Law and Order and ADG CID was marked by his ability to implement effective strategies and achieve targeted results.

Kumar also made a significant impact during his time as DG-cum-CMD of the Bihar Police Building Construction Corporation, where he successfully oversaw major police infrastructure projects. Recognized for his leadership qualities and team-oriented approach, Kumar is expected to further enhance the efficiency and effectiveness of Bihar’s police force in his new role.

Although Kumar was initially set to retire in September 2025, his appointment as DGP extends his service, ensuring a steady hand at the helm during critical times for the state’s law enforcement.
