Bihar in NIRF Ranking: No State Institution Find A Place; Only IIT-Patna in Top 100

None of the educational institution of Bihar government have found a place in the National Institutional Ranking Framework (NIRF) conducted by the Union Ministry of Education. IIT-Patna is the only educational institution based in Bihar that has managed to find a place in top 100 institutions in overall ranking across the country.

Indian Institute of Technology, Patna is ranked at the 51st position in the overall ranking, while among the engineering institutions it is ranked at the 21st position. IIT Patna has improved its standing this year. In 2020, it was ranked at the 54th position overall and at the 26th position among the engineering institutions.

The only other institution based in Bihar which has managed to find a place in the NIRF ranking is National Institute of Technology Patna (NIT Patna). It is ranked at the 72nd position among the engineering institutions. However, it does not figure among the top 100 institutions overall.

IIT-Patna also figures in the top 50 research institutions. IIT-Patna is ranked at the 47th position among the top 50 research institutions in the country.

None of the universities from Bihar figure in the top 100. Total there are 19 government universities in Bihar. This includes 17 state universities and two central universities.

The sorry state of Bihar’s educational institutions is reflected in the NIRF ranking. It is even more disturbing to note that only a few educational institutions from Bihar participate in the ranking.

It includes Patna Women’s College, AN College, CM College Darbhanga, St. Xavier’s College. Among the state management institutions only Chandragupta Institute of Management (CIMP) participated. Among the central institutions three – IIT-Patna, NIT Patna and Central University of South Bihar – had applied. Out of all these institutions that had applied only IIT-Patna and NIT Patna have managed to find a place in the NIRF ranking this year.

Union Education Minister Dharmendra Pradhan released the India Rankings 2021 instituted by the National Institutional Ranking Framework on 9th September. This is the sixth consecutive ranking of higher educational institutions in the country conducted under the aegis of the Government of India.

The National Institutional Ranking Framework (NIRF) was launched November 2015 by the Ministry of Human Resource Development. Now the ministry has been rechristened as the Ministry of Education. The first edition of the NIRF ranking was released in 2016.

IIM Ahmedabad tops in Management subject and All India Institute of Medical Sciences, New Delhi (AIIMS, New Delhi) occupies the top slot in Medical for the fourth consecutive year. Jamia Hamdard tops the list in Pharmacy subject for the third consecutive year. Manipal College of Dental Sciences, Manipal, secure 1st position in “Dental” category.

Among the colleges, Miranda College acquires the top position for the fifth consecutive year. Colleges in Delhi dominate ranking of colleges with five colleges out of first 10 colleges from Delhi.

National Law School of India University, Bangalore retains its first position for in Law for the fourth consecutive years. IIT Roorkee takes the top slot for the first time in Architecture subject displacing IIT Kharagpur.

NIRF Ranking of the educational institutions is based on five parameters.

  • Teaching, Learning & Resources
  • Research and Professional Practice
  • Graduation Outcomes
  • Outreach and Inclusivity
  • Perception

The first two, i.e., Teaching, Learning & Resources and Research and Professional Practice have 0.30 weightage each. Graduation Outcomes have a weightage of 0.20. Outreach & Inclusivity and Perception have weightage of 0.10 each.

Each of these five parameters have 2 to 5 sub-parameters. A total number of 16 – 18 sub-parameters are used for ranking of HEIs in different categories and subject domains. Ranks are assigned based on total sum of marks assigned for each of these five broad groups of parameters. In addition to parameters used for Overall category, the following two additional sub-parameters were included in methodology developed afresh for ranking institutions under “Research Institutions”: i) Research Papers published in journals covered in the First Quartile of Journal Citation Report (JCRQ1); and ii) H Index.

Besides, sourcing data on various parameters from applicant institutions, third party sources of data have also been used, wherever possible. Scopus (Elsevier Science) and Web of Science (Clarivate Analytics) were used for retrieving publications and citations data. Derwent Innovation was used for retrieving data on patents. Data retrieved from these sources was shared with the institutions for transparency with a provision to give their inputs, Ministry of Education said in a statement

This is the sixth consecutive edition of India Rankings of HEIs in India. During its maiden year in 2016, rankings were announced for University category as well as for three domain-specific rankings, namely Engineering, Management and Pharmacy institutions. Over the period of six years, three new categories and five new subject domains were added to bring the total tally to 4 four categories, namely Overall, University, College and Research Institutions and 7 subjects, namely Engineering, Management, Pharmacy, Architecture, Medical, Law and Dental in 2021. Research institutions have been ranked for the first time in India Rankings 2021. As a matter of practice, 200 institutions are ranked in engineering discipline, 100 each in Overall, University and College categories, 75 each in Management and Pharmacy, 50 each in Medical and Research Institutions, 40 in Dental, 30 in Law, and 25 in Architecture. Additional rankings are suitably bunched in Rank Bands of 101-150 and 151-200 in case of Overall, University and College and 201-250 and 251-300 in case of Engineering.
